Having been a guest of Witch's Rock Surf Camp on multiple occasions, I've eaten lots of meals here for breakfast, lunch, and dinner. Most of their tables overlook the beach, have a view of the main surf break on Playa Tamarindo, and you can come as your are. With most of my dining here I come in from a surf session, dripping wet, wearing nothing but board shorts and do not feel out of place at all!
The staff is friendly and attentive but not pushy. Don't mistake not being presented with your check at the end of your meal as bad service. They only give you the bill when you ask for it. Again having been a guest of the surf camp, I've sat at a table talking with friends for hours after the meal was done and never told I needed to vacate the table for other guests.
Good 2 for 1 or 1/2 price deals on drinks and beer during happy hour 4-7 every day. Food that I have ordered and enjoyed include: nachos(which is big!), fish tacos, huevos rancheros, seafood stew, the local casado (with chicken or fish), and their sushi is is pretty good as well! Most entrees are around US$8-12 and have a large enough portion size to fill a hungry guy
