There is no charge to go up here, so it is a very good value observation deck.
There is a dedicated (red in colour) lift to go up to the 24th floor.
Nothing flash, but it is free, and the views are good, over the city and port of Kobe.
Definitely worth doing if you are in Kobe.

If you're on a budget and want to get some nice scenic photos for your family or friends to show that you visited Kobe, you just need to come here. First, this place is very close to Sannomiya station which is the main station in Kobe. Walk down the path (following the signs) and go to Building 1. There is one lift which is specifically for tourists to go up to 24F but you can take other lifts as well. The office interior reminds me of the 90s. Don't expect much fanfare inside. Just take some photos through the window and move along. You can see some art piece on the south side of the building which I believe are drawn by the local school children. If you have visited other places with a good scenic view of Kobe, you can skip this.

It is just too funny to go here. We made the mistake to exit on a wrong floor, and than you are thrown back 40 years in an old office building of the city hall, so funny! The observation deck is a very posh word for an old floor where you have a nice view over Kobe. Absolutely visit this deck!

Love observatories and this one was no different, but don't expect the Tokyo municipality experience. Views are limited by restaurants and offices, but you'll definitely get your share of this waterfront city surrounded by mountains. Very easily accessible and free.

Just next to Sannomiya Station in Kobe, directly south in a mostly office and work area is the Kobe City Hall, next to a similar but more smaller and wider municipal building. There are clear signs on the door and the floor near the elevator noting the observation deck--which I walked right by and asked a security guard for help. I was partially embarrassed because I always tell my friends to look before you ask. But, I was in a rush to get there before sunset. I feel near sunset is the best time for photographs--many cameras aren't strong enough for full-night photos, and daytime is a little boring.

The observation deck is free. This is the main point. Because it doesn't seem to have been prioritized as an observation deck, as you get a few windows on each side, and restaurants to sit in if you want to see the rest of the views. Nonetheless, it is free, and I've paid upwards of $30 in various countries just to take photos from a height, so having this option is very useful.

Also, compared to other observation areas in Japan (barring the ferris wheels which give a sense of isolation), the Kobe City Hall location was mostly unoccupied, with a few other visitors. Some towers, like Kyoto, was packed with screaming kids running around, flash photos, and all sorts of chaos. This was a welcome change, and I actually stayed here longer than I did at the louder, child inhabited locations, because it was easier to take photos and enjoy the view.

Over-all, as I said, it doesn't seem to be originally intended as an observation deck as the windows and placement weren't really all that exciting. On the other hand, it's free and easy. If you want a drink or food, there's also that option available. I was tempted to try the desserts because it was so warm outside when I visited.
