I'm surprised that anyone could describe Sisowath Quay as "horrible".
From my point of view, all credit to the local government for developing this waterside facility which is a pleasant evening or morning walk.
Plenty of good restaurants and bars, including the FCC make this a worthwhile place to spend some time.

“Beautiful Riverfront Stroll”

Why walk along the busy side of Sisowath Quay in Phnom Pehn, when you can just cross the street and enjoy the well manicured, park-like atmosphere of this beautiful, wide expanse of walkway. Extending from the less busy north end, all the way south where it runs along opposite busy side streets like Street 104, 108, 110 and 136. The business side of Sisowath Quay is full of excellent restaurants, wonderfully relaxing spas, boutique hotels and bars of all kinds, from sports bars to cozy hostess bars.

During the day you will see organized exercise classes taking place right on the boardwalk itself, as dozens and Khmer follow the leader as he or she leads thems through a series of aerobic moves, often set to the accompaniment of music blasting from a portable sound system. At night, the lighting becomes eerily beautiful, and it is a wonderful place to take a stroll hand in hand with that special someone. This is not so much an "attraction" as much as it is very much a part of the life of this beautiful city.

“Phnom Penh’s cool riverfront”

Sisowath Quay runs along the river and is a very cool place to hang out. Lined with excellent shops and restaurants, the Quay is very relaxed. Recent works have opened up the area, with wide boulevards off the river lined with seats and palm trees. The locals love it, and you can see all sorts of people here. I was amazed at the dance groups working out after dark - very unusual! An excellent place to relax, eat, drink and enjoy the cool side of Phnom Penh.

“Simple River Side”

Nothing to see but if you want to feel cool and fresh due to the temperature of the country, then visit the place. A lot of bars and restaurant nearby to you may visit after a short stroll.

“Just a place to walk - why is this listed as a tourist attraction?”

Sisowath Quay is literally the street that lines the river. It is a nice place to walk down at night (particularly at sunset) and all of the hotels and tourist centers are along here. It is not a tourist attraction, just a footpath. Why is it listed here?
