This is a relatively small hotel. Quiet. Great location overlooking the lake. Decent but not extraordinary breakfast. Room is clean & well appointed. Comfortable.

I think we stayed in the same room David N referred to: rather tricky to open the door. Agree, many hotels and restaurants in Vietnam still don't seem to offer non-smoking facilities.

This may seem fussy, but there was a loud constant 50Hz buzzing sound from the fluorescent lamp outside our room. It is not a deal-breaker but I found it very annoying.

Room Tip: If you've got heavy luggage make sure you book GROUND floor as there are only stairs to the second floor - no lifts.

We arrived late on a bus and went to the first hotel name we saw in Lonely Planet. We paid US$40/night. This is far from being the worst hotel in the world but just a little effort would make this a superb place to stay. As it stands, this hotel is mediocre at best.
The pros:- Great location near the lake. Take time to walk around the lake. If you go clockwise, there is a lovely ice-cream restaurant opposite the flower garden in a pretty setting. Delightful.
Our room was clean, everything worked and the heating was adequate for a brisk Dalat winter's night. The bed was perfectly comfortable.
The computer in the lobby had Internet with a VPN that worked just fine.
There is a lovely courtyard overlooking the lake.
The cons:- Breakfast is abysmal. On our first morning we requested bacon and fried eggs but only got scrambled eggs. There are a range of fruit juices listed on the menu but they only had peach juice, both mornings. This is a country that abounds in fresh fruit. Ridiculous. On our second morning we got bacon as requested but our eggs were a sad, soggy, barely-cooked, cold mess. They also gave us the baguettes and jam that previous diners hadn't eaten.
The lobby has not been swept/mopped/dusted for YEARS. I was afraid to touch the computer and keyboard - they was so thick with mold and dust and cigarette ash and crumbs and ..... I daren't guess what else. I actually asked to see the manager on the day we left. He spoke great English and I showed him the disgusting state of the lobby including toothpicks that had sat on the floor since we arrived. He agreed that it should be fixed with well-practiced platitudes like he'd heard it all before.
The fountain no longer works in the courtyard and we saw coffee cups that were used at a table in the morning still uncleared by late evening. Sheer laziness.
The cleaning staff are pleasant but the others are miserable, unhelpful and lazy, especially the male night receptionist. "Just ring the bell if you need me," he said as he went back to playing cards. He acted as though getting us a city map was a big deal (in the end he made a photocopy). He couldn't produce a laundry price list, nor could he tell us where to find a laundry. (There are plenty in the backpackers area near Peace Cafe. There is a good one called "Laundry Express" opposite River Prince Hotel).
In the end we moved to the River Prince Hotel because I didn't feel this hotel deserved our money. Other hotels that we considered were Dreams and a new hotel Tulip 2 which is located on the hill which overlooks the market and the city. The staff in these hotels managed to be pleasant and professional when we made inquiries.
I can only suspect that The Empress is government-owned and doesn't actually need to demonstrate customer service or profit. There were a lot of walk-ins (mostly Asian) while I was using the computer so I guess they have enough customers despite the staff apathy. Lonely Planet should remove this hotel from their guide book and force the staff to work for their recommendation. Clearly, the hotel is depending on its past reputation rather than its present sorry state.

Room Tip: If you don't want to climb stairs, choose a ground floor room. The second floor rooms have nice views.

My wife & I spent 3 nights at this hotel picked because of its quiet location overlooking the lake.

It was generally rundown and had seen better days.

We were taken to the nearest room to reception. It was musty and the key did not work. Reception opened the door but we could not, called him back where the trick was to slightly pull the key out, twist slightly, then turn and push with your foot. Still couldn't manage so requested another room. A day later new guests were having the same problem. It was not as if the Hotel was fully booked. Breakfast was cold on the first morning and after that we asked for and received a hot breakfast.

Internet was provided in the reception area where each night a group of men would gather and managed to fill the room with cigarette smoke. This left an unpleasant smell as well as cigarette butts left in the table drawers below the PC keyboard. Smoking was allowed in the dining room at breakfast also.

On checkout, cash only as the lines were down.

Our worst Hotel experience in 35 days in SE Asia.

Room Tip: There are rooms upstairs with good views of the lake

This hotel must have seen much better times some decades ago. In line with the lack of maintenance the cleaning was below average and not in line with the rating listed.
Hot water in the bathroom was a matter of luck. The very fresh climate of this hilly location was not catered for adequately and the night was freezing cold. The blankets, in line with the overall cleaning have obviously not seen water for ages, only the linnens were changed perhaps 2 or 3 guests before.
Furthermore, the complimentary breakfast is absolutely basic.
And perhaps for those with some slight walking problems another reason why to avoid this place - you have to climb many steps first before you reach the lobby, which can be rather tiring for older folks.

Room Tip: The best rooms to choose is for sure at any other hotel!
