Nope, nothing "cheap", there will be big drop fee. You will get your best answer, if you check on your dates and what is available.
I suggest you look further at itineraries. IF you aren't going to be touring and spending time in Fairbanks, I wouldn't go there. A round trip Anchorage rental would be your cheapest option.
Assume you are not just going direct to Fairbanks. As budgetqueen says rent your car in Anchorage and return it there and fly home from ANC. If Fairbanks is a must you could drive there via the Parks Hwy and return via the Richardson and Glenn Hwys which would allow non repeating areas of your trip except for the last segment near Wasilla.
P.S. Have you priced the one-way tickets from Milwaukee to Fairbanks? Typically they are more expensive than flying in/out of Anchorage. That said, with Frontier providing summer service into Fairbanks (via Denver) perhaps that is in your travel equation? You can still fly with just one stop into Anchorage via Delta through Minneapolis if that is the concern. Be aware, however, DL charges for bags (unless you have their AmExp Card or are an "elite" flier with them) and I think Frontier is still providing 2 bags free.
NDQ you'd be well served in checking into a copy of the Milepost, which is the driving bible for Alaska. It will provide mileage distances between points as well as what's to see along all of the roads.
It will be a longer drive however, but just how long, I can't say. Maybe you can do a Mapquest to find out?
We were planning to do this in one day and then spend the night in Anchorage. If you feel we will be stopping alot along the way for scenic viewing where would you advise to stay?? Is there a town with motels along the way? we would have time in our scedule for this but then may have to miss some traveling to areas south of Anchorage.(We will have had one day to explore areas south of Anchorage and will have stayed in Seward overnight already..Do you think the area south of anchorage(not including Seward) needs more than a day?

NDQ I think you would be best served to read some of the trip reports posted here on TripAdvisor as you look to make plans. Without more info on your interests, it's difficult for any of us to provide relevant advice to you.
Additionally, trying to help you piecemeal is not very easy since we don't know what you're planning to do in any of the towns you've already mentioned here.
