We are visiting Culebra for the first time. My husband will have one of his fishing rods. Is a fishing license needed to fish, and is it available on the Island of Culebra or should we take care of it before we go?

You don't need a fishing license for your personal use. Either in PR or Culebra

If you write (fishing permits) into the PR forum search, you can find info on regulations and some fishing info if you surf under slight variations with different entries. Such a laid back Island with few resources, that many things are not enforced.
