Today the municipality of São Paulo published a decree requiring that proof of vaccination with at least first dose be presented for admission to events with more than 500 people. Effective Sept. 01.

"Art. 1 "Vaccine Passport" is established, in the form of a QR Code, available in the application - E-health, of the Municipal Health Department.

Art. 2 From September 1, 2021, establishments and services pertaining to the events sector, such as concerts, fairs, conferences and matches, with an audience of more than 500 people, shall request proof of vaccination against COVID-19, which will be authenticated by the Vaccine Passport described in article 1 decree.

§ 1 To meet requirements in this decree, it will be required at least the first dose of vaccination.

§ 2 Also acceptable are physical records of vaccination as well as those digitally available on the VaciVida and ConectSUS platforms.

[As basically close to 100% of adults in the municipality (and 97% in the entire state of São Paulo) have already received first dose, decree does not pose any problem for the absolute majority of the population]

[some anti-vaxx groups challenged the decree even before it was officially published by going to TJ-SP (appellate court in state of São Paulo)... challenged was dismissed by TJ-SP yesterday... which stated in its ruling: "... the proposed municipal decree demonstrates public interest to prevent the expansion of Covid19 caused by the delta variant..."; "...measure complies with the respect to life and public health..."; "... in compliance with the principles of reasonableness and proportionality..."... TJ-SP had already previously ruled against other challenges to state or local restrictions]

[highest court in Brazil (STF - Supreme Federal Court) has repeatedly affirmed the right of states and municipalities to issue covid19-related restrictions WITHIN their jurisdictions (a federal law covering that jurisdiction issue was approved by National Congress in early 2020)... in matters which involve interstate or international affairs (e.g. intl flights), that is the domain of the federal govt only]

Yes, this is all very commendable behaviour but let's not forget that we are talking about Brazil, not Singapore. Brazil instigates rules in line with international practice but very often all of this good intention is overlooked or poorly implemented. The staff who operate the door at a large venue will be salario minimo at best (low pay, low skill) with little talent or motivation to scrutinise the various and diverse paperwork of thousands of people keen to get inside. Like the ID for cheap cinema, any old and altered photocopy will pass muster. Here in Rio, my local Extra supermarket has long taken the step of having a guy (who is not a medically trained professional) on the door with a digital thermometer and it always makes me smile to see him aiming the device at everyone who enters while carrying on his conversation with a colleague, not even bothering to glance at the result. It's all for show, to make us feel safe, in the event that we have the type of personality that needs such reassurances. SP will be hoping Reuters pick up this announcement so the rest of the world can see how civilized we are.
