If this last segment (flight) is part of an overall safari, your tour operator can arrange the transfer from Arusha to Kilimanjaro/JRO airport. Ask them.
I emailed Precision Air a couple of weeks ago but have had no reply.
Maybe we can go to their offices when we arrive that mornign and find out if there is a shuttle bus for our flight that evening.

Their office is located in the CRDB Bank building on Boma Street up from the Clock Tower (about a block).
Short Answer - Yes there is a shuttle
Long winded Answer,
Last week I landed at Kilimajaru Airport with precision air. Outside was a man with a sign for the shuttle to Arusha. Simple.
For the return leg, I went to the office (near the clock tower as mentioned) and took the shuttle to Kilimanjaru airport.
The cost is 10,000TSH per person 1 way.
Regarding timing......like you say, just go to the office and ask in advance.
