Visa question

Do I need to book a flight prior to applying for a visa? My father in law is Pakistani but resides in the US (not a us citizen). He is afraid of booking a flight then getting rejected for a visa and losing the flight cost.

Best bet is Emirates otherwise you are in catch 22.

Does he have a reason to expect that a visa may not be granted ?

No reason. He is just overly paranoid. Does Emirates refund if the visa is not issued?

No, not unless you pay for a fully refundable ticket in the first place.

And visa application fees are non refundable too

Unless you've a friend who is a travel agent and can make a 'dummy booking' on Emirates, your next best bet would be to book a flexible (higher cost, but refundable) fare type.

You get the visa, simply try (and hope) you can rebook the flight at a saver or discounted level. It's relatively easy to search availability by fare type (code) using a tool such as Expert Flyer (if needs be). Advice here is to book the flight you want with availability of both fare types, otherwise you will be stuck with a) having the keep the higher fare type if you get the visa or b) rebooking on a different flight at a lower fare type.

There's also another way - go to an agent who will book a non-Emirates flight and process a visa accordingly, bypassing Emirates?

This is kind of pressing I would appreciate some feedback. I called the embassy but no response. Is it possible to apply for a visa without a flight booked yet? If so how?
