Transit Visa Required for a Uganda on Two Separate Flights?

Hi. My partner, a Ugandan, is travelling back to his country with this itinerary:

Jakarta - Dubai via Emirates, Terminal 3

9 hour wait

Dubai - Entebbe via FlyDubai, Terminal 2

Will he need a transit visa if he is not planning to get out of the airport? Please consider he is switching terminals.

They say if someone is staying airside, they don't need a transit visa. What does staying airside mean?

He will claim his baggage from Emirates and re-check it with FlyDubai.

Emirates and Fly Dubai have a baggage transfer arrangement so there is no requirement to collect his luggage unless he wants to.

If he wants to he will have to leave the airport via arrivals and in that case he will need a visa

If he doesn’t collect his luggage he can stay in transit, won’t need a visa and can be transferred ‘airside’, which means that he doesn’t go through immigration but instead stays on the airside of both terminals and is transferred by bus - he simply needs to approach the transit desk for assistance and directions to the bus.
