Visa question

My father in law is Pakistani citizen with a US green card. He wants to fly to Dubai but afraid that he might buy a ticket and get a denied visa. Can anyone shed light on how this works? Does he need to apply for a visa first or book a flight first? What happens if his visa is denied after he buys a ticket?

Is he in USA now or Pakistan? Anyone one can apply visa through travel agent. UAE visit visa is very easy to obtain and 99 percent people get visa.

Easiest way is to book flight with Emirates / Flydubai, ask them to arrange visit visa.

The website of Emirates provides a clear advice on this matter. Check under 'Manage' flights, and look for UAE Visa.
