Apparently the easiest way is to get back to the airport as there is a shuttle to the cruises from there. It appears quite expensive to hire from Santiago unless you would like to share a transfer. Turistik offers a transfer tour from your hotel in Santiago to Valparaiso cruise port for around 70 dollars a person. It includes a city tour of Valparaiso. The Santiago Airport Shuttle Chile <email@example.com> is reliable and excellent. Gaston arranged to meet our flight from Easter Island and move all 11 of us to our hotel in Valparaiso and then two days later to pick us up after dinner and bring us back to Santiago airport. H came with us both ways to assure smooth transfer. Comfortable Mercedes Sprinter van and lower prices than other services

Will be cruising on the Holland America "Veendam" from Valparaiso on April 13, 2013 - Will arrive in Santiago on the 9th and will spend 4 nights at the Hilton (Airport). Interested in meeting others who will be in Santiago early for this cruise and discussing transfer to Valparaiso on the 13th.
At the Hilton Garden Inn you won't have much to do and you will need a
cab to get out of there and another one to get back to the hotel.
With the money that you are going to spend in taxis you better book a hotel
in the city. Las Condes,Providencia, down town, etc...
