JR pass question

When you specify the date when you would like the JR pass to be active can you also specify the time or does effectivity start from 00:00 on the day and end at 23:59 on the day it is to expire?

No you cannot set the time.

For example, if you start a 7 day pass on a Monday, it ends the following Sunday. Does not matter if you start it at 7am or 9pm Monday, it ends the next Sunday.

Unless you happen to be riding on a train before midnght or like in the metropolitan area, the pass is still valid until the closure of the last trains, eg many JR trains in Central Tokyo stop running a little past midnight, the staff usually let people continue.
