How about in hotels? Is it not allowed to give tips to hotel employees?

You are not 'not allowed' of course, but I hear staff in reputable hotels are trained to politely refuse your offer.

Your hotel will exact a service charge. That is the functional equivalent to a tip. When in Rome......

Tipping would produce a confused and troubled reaction. If you are treated with great service, write a letter to the hotel administration commending the employee.
