Many of the locaL markets sell them at the best price and you can also buy them at supermarkets ( they are older)

i bought a pack in the Ubud markets, in a sealed cellophane bag - fine with customs in Perth (just declare them). Also bought cinnamon quills.

I second Ubud markets! Also bought some at Hardy's in Sanur.

A few suppliers on the way to Bedugul, some sell retails. The freshest you can get on the island! As well as Candi Kuning market, just bargain the price.

Be careful what you buy at the markets, I got some that were old, and not at all fragrant and had to throw them out, they left a weird smokey taste when I tried to cook with them... They were in a simple celophane bag and got through customs fine.

I also saw them at Carrefour, more expensive than the market but if you aren't going to Ubud a good option.
