Hey, i got arrested today for possessing 3grams of marijuana, i need to pay a fine for 3000 NOK, so 600$. i am from norway. is it still possible for me to visit cambodia in march? I've already payed for Hotel stay and plain tickets.

Good question.
However, on the Visa-on-Arrival Application Form there are no questions about a person's criminal record etc.
But just be certain NOT to get caught in Cambodia for the same or a similar offence as the penalties are far more severe and start with jail time. And, for your information, there is currently a serious crack down on drugs in Cambodia.
It would be prudent to check with the neares Cambodian Embassy to you.

Still I do not understand why people travel overseas, inspite of all the warnings and do this kind of stuff.
