The River North and Mag Mile areas of downtown are best. There are numerous hotel options in those areas.
You're on the State forum. Which city? What is your budget? What are your interests? How many = a group? How many hotel rooms are you going to need? Do you want a Waldorf Astoria or a smart hostel? Like post 2 said, for most first time visitors the Mag Mile and River North area is best. This is where most of Chicago's tourist hotels are located. There's lots of options at all price points and styles. There are a lot of restaurants and bars and shopping around. it's got good access to public transportation and is not too far from most of the main tourist sites.
You can also stay in the loop but that is more a business and theater district. There are lots of hotel options but fewer restaurant choices and it gets quiet in the evenings after people working go home for the evening.
On the budget side, consider the Getaway Hostel (http://getawayhostel.com) in Lincoln Park. They have private rooms as well as shared rooms. International Hostel (www.hichicago.org), which is downtown, is another cheap option, but they have only a few private rooms.
There are dozens of hotels in the popular River North and North Michigan Avenue areas. Any hotel consolidator can help you narrow down the options. Prices may spike because of large conventions, especially in the next month. Don't book any air travel until you have an affordable hotel reserved.
