Chinese New Year events are centred on the weekend before you arrive.

Mardi Gras Festival runs for a few weeks. This year the parade is on Sat 27th Feb. The parade gets under way around 7:30 or 8. The parade route starts at the corner of Liverpool St and Elizabeth St, heads up Oxford St, turns right into Flinders St and ends in the parklands near the Sydney Football Stadium and SCG. Note that the streets around the start of the parade route are blocked off, even for pedestrian access from mid afternoon as this is the marshalling area for several thousand participants and 200 vehiciles.

To get a "front row" viewing spot, you'll need to be somewhere along the parade route by 4pm at the latest. The least crowded area is usually on the Eastern side of Flinders St. Otherwise, it's just a case of push and shove or buy a milkcrate or plastic stool from an enterprising local. (When I lived in the neighbourhood, in th weeks leading up to MG, people used to do milkcrate runs to local bakeries, cafes and shops in the wee small hours, stockpile them at home, then "sell" them on the night).

Another good option is "Glamstand" seating which is put on by local HIV charity Booby Goldsmith Foundation. It's a bit expensive, but money goes to a good cause, you get a good view + amsusing and informative parade commentary from a couple of drag queens. I think it's well worth it.
