Is it possible to view the northern lights in Oulu during December? And does Oulu see any sunshine in december?
Yes and Yes.
Northern lights, yes, provided there is activity and not too much clouds.
Sunshine yes, around 4 hours daylight.
But the sunshine is not like in Australia, sun is at low elevation.

If the conditions are right, you can view them anywhere, but away from the street lights is best. You could try the park areas behind your hotel or south of the market place.
I guess the Nallikari beach is a popular spot for photographers, but it's a longer walk or bus 15 or 15N (check the schedule beforehand, it can be infrequent in the evening).
