Hello! We will be in the region in late February 2019. Is hiking in Peneda-Geres National Park completely out of the question at this time of year? We like cold weather hiking, but I can't really tell from my Google searches if the park will be mostly inaccessibly or not.

Not out of the question at all, but it is more likely to be wet than cold. That can make for some unpleasant walking anywhere.

It surely isn't out of question. Many people do it. Only a few trails at high altitude will have snow and by late February I doubt you will find snow at all. However, after the winter some signals may be damaged. I recommend a GPS.
