Land where? It makes a difference whether this is Fiumicino or Ciampino airport!

Easiest, depending on timing, could be a connecting flight to Genoa airport.

"Best" is by train, either from Roma Termini or Fiumicino Aeroporto (from Ciampino you can take a shuttle bus to Anagnina metro station or walk to Ciampino train station). As I don't know where exactly you want to depart from, you'll have to look up the timetable yourself (I would check for a date next week because not everything after 9 June is in the schedule yet, as there's a big Europe-wide train timetable change on that date) : http://www.trenitalia.com/tcom-en

Cheapest may be by bus, see https:/…bus-rome-genoa - Flixbus has 3 stops in Rome, although of course not all departures are from all stops. These are at FCO Airport, Anagnina metro station and Autostazione Roma Tiburtina (Tiburtina bus station), Largo Guido Mazzoni - near Tiburtina train station and Bologna metro station.

Maybe the trains that run along the Ligurian coast and eastern coastal area northward from Rome are better. Crowds going to Cinque Terre might slow you down. Response # 1 has good advice and helpful information.

Direct trains from Roma Termini to Genova Brignole on July 14 cost from €19.90 and take from 3h 47. Three trains are not yet available for booking. The earliest you would be likely to catch is the 9.57 which takes 5.h 30 and currently costs €50.90. A cheaper option (and more secure in the event of a delayed flight) would be the 11.45 taking 4h 54 and costing €24.90.

The direct Flixbus buses to Genoa are from Roma Tiburtina bus station. The earliest you would be likely to catch departs at 9.50, takes 7h 40 and currently costs €21.99. The next is 11.15 and takes 8h 15.
