Glad to see this post has been reinstated as I am a tourist without a computer or printer. I have researched and if I take my passport I can use the library. Possibly facilities at Ryman too

I cannot see how a UK resident can be asked to produce a passport in the UK. I know a lot of people in the UK who do not have, and have never had, passports.
