I've only been to the Pettigrew Tea Rooms, and the afternoon tea there was very good indeed. I can't say it's the best since I have not been to any other places.

I’ve tried a few and recommend:

Pettigrew tea rooms for a traditional quaint tea. Big selection of delicious cakes!

Barker for size (it’s huge!) but no choice.

Laguna for more of a modern hotel with different options (eg the gentleman’s tea)

I would definitely try the Laguna Bar & Restaurant at the Park Plaza. I eat there a lot and never had a bad meal. Although I haven't had one of their 3 different types of Afternoon Tea, going on their usual standard of food you can't go wrong! Enjoy!

all of the above are very good as is pattiserie Valerie on queens street.

Id say Pettigrew and laguna have nicer settings. The Hilton also does a nice tea with view of the castle.

I like Pattiserie Valerie but it's a chain with a lot of branches, and I've never been o the Cardiff venue because I think that places like Pettigrews are more unique.
