Because the member who posted them picked Norwich as the destination to upload all their Norfolk holiday photos rather than bothering to spend the time carefully selecting the correct destination for each photo. I can see from the member's contributions page that it's received a lot of "thumbs up" votes, which may determine which photo is used as the primary photo for a particular destination.

TripAdvisor won't fact check the location accuracy of photos submitted by members - it's up to us users to report inaccuracies. You can report inapppropriate or misplaced photos - if you need further assistance on how to do so then try asking in the TripAdvisor Support forum which you can find at:
