Flying from Washington DC to Vancouver

We are a family of four - on Indian Passport -we are on B1/B2 visa -visitng US and travelling to Canada on tourist visa.

We plan to travel to Vancouver from Washington DC -the flight is via Toronto and Edmonton - layover time 2.5 hrs at Toronto and 1.5 hrs at Edmonton - Canadian entry procedure/customs/immigration will be done at Toronto or Vancouver ? Is the layover time enough to make our connections?

Toronto. Yes, you have enough time, assuming you are traveling on one ticket with the same airline.

As phpr says, you will clear Canadian Immigration and Customs at Toronto and then need to go through security again. The time you have should be plenty. At Edmonton, you will just need to transfer from one plane to the other and will not need to go through security or anything else. Your timing is well planned.

OP will go through an expedited process in Toronto, and won't have to reclaim luggage or go through security.
