smart casual, I saw people in shorts, if by dinner jacket you mean a tux, he'll be mistaken for a waiter.

10vet0tra has it exactly right. They will remind you when you reserve or when they call you to confirm. It is a fun, lively restaurant, but not the kind of place you would feel comfortable in wearing shorts.
