I took a look at the map and I would estimate it to be about an hour drive maybe a bit more in normal conditions. If traffic is heavy that will extend the time. Directions somewhat depend on where you are coming from but to be safe I would say take PR22 to 26 to 66 to 3. When you come into Luquillo you can easily see the buildings from route 3. when you get to the traffic light right next to the buildings you take a left then another left and then the first right. From the light to the gate is less than 1/10 mile. Hope this helps. Also if you need to avoid the toll road 66 you can take 26 to 3. It will take about 15 - 20 minutes longer though.
