VILLAGE will be an important word to include as "Half Dome" is a big 'rock' and something entirely different than a specialty lodging of tent cabins.
But no, you can't see Yosemite Falls. Ride a shuttle to the Yosemite Falls stop and to see it.
There is no cooking anywhere near Half Dome village. A good supermarket to buy breakfast & lunch is in the village ... all food must be stored in the bear box of course! Some good options for restaurants & coffee.
