No, you haven't really made a mistake! The Cardor is basic, clean and functional, and it is a good base for exploring Malta. The rooms are cleaned daily, and are okay for a short visit. The reception staff do, however, need further customer service training, as they can be somewhat unhelpful.
Use the local bus service, which is reliable, and very reasonably priced at 3e pp for a return journey. They run very regularly, 7 days a week, with no really reduced services. The local cafes and bistros in Qawra & Buggiba (and particularly those along the side streets) are much more economical, offer a better choice, and are run by locals. Taxis are about 7e, and parking can be a real problem. Day trips are best done by just turning up and paying at the entrance once there. Valletta, Mdina, Rabat and Mellieha Bay are great for exploring, and the bus runs regularly to these places.
Tour/excursion agency details can be found in the Canifor Hotel reception area - not the Cardor Apartments reception. I doubt you could barter - better just to arrange things once you get there.
With regard to visits, Valletta & its Cafe Cordina, Mdina & its Fontinelli's Tea Rooms, and the Mellieha clifftop cafe should be musts! In Buggiba, Maxim's Nice Slice is also excellent, and very good value for money. I can't recommend the buses enough for getting to places - so much more reliable and better value than in the UK. They're easy to use, and more economical, with small children. With cars, parking can be an issue, and there are few traffic lights, so you need to keep your wits about you!
