We took a free shuttle bus to the airport. I do not know which hours it runs, but it was very convenient. The bus stops right outside SBB Basel.
I have taken a taxi from the airport to nearby St-Louis. It was 20 euro.

Hello, the Hotel does have an elevator but it's very small and it will accommodate the wheelchair no problem. If you take a left out the front of the hotel than walk about 1/4 mile,it's a nice walk, you'll run into the tram. Also, the buses run along the front of the hotel with stops all along the way but I don't know about accessibility of the buses. Again, the best way is to check at the front desk when you arrive and have that information readily available.
