No all active duty and reserves eligible as well as retirees. It is on base so you need an ID card. Right next to food court, commissary, gas station, nex, all within walking distance.

it depends if you have a pass or not. If you are a guest of a sailor, they may need to be with you. Check with your sailor and base security
