If you're going to hang at the resort the entire time, you won't need a car of course. But if you go almost anywhere, you'll need a car. For us, we explored the whole island, so getting a car the whole time was necessary. We just picked one up at airport, I didn't see other rental agencies that weren't close to airport.

No, there is not one that I would recommend within several miles. About 3 miles to the south in Lydgate which has a protected swimming area. About 3 miles to the north you start hitting very swimmable beaches.
