No shells at this beach and I've not been to a VA beach but my guess is they are very similar. We traveled with a toddler so didn't seek much to do aside from pool and beach. I didn't see a pier with things to do on it.

There is the Stop n Shop store across the street and it serves wonderful deli sandwiches. It is also a good souvenir/convenience store if you don't want to drive. Lots of stores and restaurants in 2 mile radius. Sea shells? not much but you can find baby crabs at night.

Are floats allowed in the pool?
I saw kids with floats in the pool today.

You can wheel the chair around the back past the pool but once again, that's where the sand begins and there is no other way than to plow through sand to get to the beach. The hotel can advice as well.
