Panorama Seaside Apartments are privileged to be situated in the magnificent World Heritage Listed area of Kingston. Building is now restricted in this area. The view from all apartments is described by some guests as "stunning". The building is nestled on a hillside, on it's own 5 acres, with an outlook over the coral reef and out to the blue Pacific Ocean. The main swimming beach is a minutes drive away....so is the golf course. The main shopping centre is a 3 minute drive. There are 12 apartments. You can choose 1 or 2 bedroom apartments with direct ocean views from within the apartment (described as Kingston view apartments) or apartments with verandahs with ocean views from one end of your verandah (described as Valley view apartments).

These apartments are built into a hill which sits right over the historic site of Kingston the old penal settlement. From the first few apartments the view of Kingston, the ocean and islands is through the windows but there may be no verandah, while others have mainly views of the lovely rolling hills and perhaps out to the ocean. Be sure to book the apartment on the top floor which is right on the roadway and nearer to Kingston for the best views.
The apartment itself is basic but clean and some have covered verandahs where you can sit and enjoy the view. As you are in and out most days and perhaps nights to shows or dinner this apartment would suffice for the stay. It is only about five minutes drive back into town and I preferred the views of the area and out to the two deserted island off shore rather than staying in the centre of the island in the town. The hire car is parked outside at angle right in front of the door and just perhaps two or three steps down into the level floored apartment. The laundry however is down flights of steps at the back of the apartments. It has a washer and dryer and iron and ironing board. The grounds at the back need to be renovated, however the views overrode this and we kicked back on the verandah most afternoons for a drink and nibblies before heading out once again.
Parking and the closeness of the road worried me at first, but really this island does not have heavy traffic and sleeping was no problem. The bathrooms were a bit tight and more like a small ensuite but we managed and were anxious to get out and about more than stay in. When we stayed at these apartments, the first time we were given a BBQ up on Ansons Bay and a breakfast down at Kingston in the open air, plus an orientation tour and a hire car included. Most bookings are for 7 days with a hire car and perhaps an orientation tour (go on this as soon as you arrive if possible). The cars are small 4 cylinders and Japanese make, believe me that is all you need on this small island of 8km X 5km.
The speed limit is about 50kmph around the island...doing 100 would have you take off and leave the end of the island!
Anyway, all in all I have stayed here twice and the last time we didn't have the BBQ as part of the deal but we did have a breakfast down at the Kingston area and the orientation tour. Not sure what is on offer now.
Panorama Seaside Apartments are definitely not 5 star and perhaps just 3 star but do remember this is an island way out in the Pacific Ocean and everything has to be brought in by boats from ships off shore. Buildings here are dated but are clean and refurbished when need be.
Just stand out the front door and tell me this is not one of the best views there is!

We stayed in Room 7 for a week. The views from this unit are spectacular but the room was a bit ho-hum. It was generally clean but could do with a good scrub and spruce up (windows, walls, and kitchen tiles were a bit grimy). The linen was clean and the bed was comfy. The thing that ruined our stay was the noise from the unit above. It sounded like a herd of elephants had taken up residence - we heard every single footstep; every time they opened the sliding door onto their balcony; their TV. It felt like they were going to fall through the ceiling and land in our laps! I don't think it would matter how quiet they tried to be - the creaky floorboards and thin walls don't muffle a thing. There was no traffic noise whatsoever which is surprising considering the apartments are almost on the road, but maybe we just didn't hear any cars thanks to the upstairs guests!! If not for the view, we would have been very, very unhappy with this location. We will not stay here again.

These apartments have a magnificent view overlooking Kingston Penal settlement with an easy walk down the hill, with Phillip Island in the distance. We stayed in Unit 2 with a great view. The two bedrooms were comfortable and self contained with everything you need. You should expect accommodation on Norfolk to be clean and comfortable, not luxurious and trendy. They come with a hire car to get you into burnt Pine, the shopping precinct and to explore the island. Will stay there again.

I stayed at the Panorama Seaside Apartments but only stayed for 4 days because of issues.
We were attracted to the apartment due to view. The two apartments at the front of the building have an ocean view and look over the penal colony and Nepean Island
It was a beautiful view from our apartment and no doubt ability it is a commanding feature of the apartments.
However the apartments are quite run down and need of both repair and upgrade
In the photograph I provided one section of the safety railing is missing several pieces of wood and this is prevalent around the building.
If I was accompanied with small children I would be serious concerned about their safety because there is a 15 foot drop to the floor below
The carpet is old and emits a stagnant smell and also occurs in the hallways
Insect screens have been incorrectly manufactured and Leave about a 8mm gap between the frame of the screen and window frame which makes them redundant.
Furnishings are old and the bedspreads are old and appear from the 1970"s
The electric start on the gas stove is long gone and matches are provided to light the burners. I haven't use a match since early 2000.
Whilst the penal colony and emily Beach are a few minutes drive walking to and from the beach is probably not an option for the age demographics that visit. The hill to the penal colony is very steep.
A car is essential as the shops and restaurants are six minute drive from the apartments
There is no internet available at this location and whilst you can buy a internet data package you need to go to town to use it
There is no air conditioning at the apartments but the sea breeze keeps the temperature down
So why did we leave the apartment. Simply bird lice. Not only were we bitten but as there numbers increased they were crawling.
The owner did take action to fumigate the bedroom but we didn't feel confident that the source of the infection was being addressed. We asked for a refund for the remaining days and received it and found another place to stay.
From reading other reviews of this establishment it appears that the maintenance and upgrade of these apartments has been on going for a long time.

I would rate Panorama more a 1 1/2 than a 2.
This place is in serious need of a huge renovation and up keep. As soon as we got there we realised that it was not of high standard. Palings were missing of the verandah (see photos). Inside, the carpets are old and smell musty, the kitchen needs updating, bathroom has old mould in corners of shower and it’s curtain. Luckily the bed was comfortable and sheets were clean but the old woollen blanket was not adequate. In the lounge room the TV wall mount obviously was broken so the TV was on the coffee table - therefore no coffee table to put drinks etc on.
We had unit 5 which was a valley view. The view is a beautiful western view - too hot to appreciate on those sunny afternoons (however any view in Norfolk is gorgeous. )
The view out the front is also gorgeous when you go out onto the road past all the parked cars.
I’m sure Brett (manager ) is a nice guy but boy, he needs to come into this time zone as people will not tolerate this type of accommodation and the travel agents have no idea as they have never been here.

Unit 5 is a very spacious apartment with a full kitchen, television with Australian free to air channels, a separate bedroom with a very comfortable large bed, and a great shower. The view from the back deck over a verdant valley is gorgeous, and stepping out the front door brings a spectacular view of the Pacific Ocean with Nepean and Philip Islands in the foreground. The hotel is approx 3 km from town and several hundred metres from the historic Kingston area and some lovely beaches. Both areas are comfortably walkable for people with moderate fitness (although very hilly), but a rental car would make life a bit easier, especially for night time travels. The owner/manager Brett is very friendly and helpful and a great host.

We have just returned home from a week on beautiful Norfolk Island.
Stunning location with amazing scenery, but what marred an otherwise enjoyable week, was our stay at Panorama Seaside apartments.
We were in a one bedroom apartment Number 4.
This apartment had not had a decent clean for quite sometime, I have seriously never stayed in anything as bad as this.
The carpets were dirty, and mouldy, the walls had dirty marks all over them, curtains were dirty.
There is a small kitchen area with a stove and a fridge and small amount of bench space, but for our purposes we would not use any of the facilities, due to the state of them.
We spoke to the manager Brett and pointed out our concerns.
He refunded the money for the rest of our stay, and we moved to another facility that was both clean and much nicer.
While seeming to be a nice guy, Brett doesn't seem to have any idea about looking after a holiday facility.

Stayed 11 nights. Brett is very welcoming and helpful. Location is great. We had a lovely verandah and enjoyed that every morning and evening. Short drive to the settlement and emily bay. Short drive into burnt pine. Could not have had a better place to stay. Yes it is an old building as some reviews say but Brett does a great job in keeping it clean and in good condition. We loved our stay here. Good value. Great views. Quiet. Brilliant

My husband and I stayed at Panorama during the new year period. Loved the position high on a hilltop with a great view. The balcony had one if the best views on the whole island. My husband being a fisherman loved the fact that we were only 5 mins from the pier and the most beautiful beach and snorkeling spot. He caught fish from the pier everyday and that became our main meal. The kitchen facilities in the unit were not the best. We had a very old and very scratched Teflon frypan that really needed replacing in fact we bought a new one to cook on. The bathroom was tiny but clean. We had a very comfortable bed but extremely hard pillows again bought new pillows in town. All in all if you stay here it is not the Hilton or even close but it is comfortable and in a great position.

Have just returned home back to NZ after a week on Norfolk Island, staying at Panorama Seaside Apartments, we were made feel very welcome and comfortable by Brett, we had beautiful ocean views from our deck looking out over Kingston as well as spectacular valley views. I highly recommend this beautiful location and accommodation if you are heading over there, I know for a fact that i will be returning myself. Even the locals make you feel very welcome.
