You can go outside on the 4th floor concourse level, just past the gift shops and watch them. If you get there early enough there are a few seats available, if not, you will have to stand. The view is partially obstructed with the monorail track. Disney dims the lights and the speakers will play all the audio from Happily Ever After. You will not be able to see the projections playing on the castle, but it is a great spot to see the fireworks!

The shops and Chef Mickey's are all very close. I do not believe that there will be a big difference between those locations. If you are looking for quieter rooms I would try to book away from both those areas.
