The hotel was clean and the staff were friendly but everything seemed geared towards their members rather than all customers. Water was free if you were a member, otherwise it was 2 bucks a bottle. Good quality internet cost a fee. The close parking spots were for diamond

Airport hotel with shuttle that stops at 10pm, that says it all. $40 taxi ride. The Hilton downtown does have shuttles running after 10pm, and they go close to the "airport Hilton", but won't drop you off. BUMMER.

what does room service offer?
The room service menu seemed to include what's available in the small dining room (an area in the lobby dedicated to dining)...basic fare. I ordered my food from the menu but went to go pick it up

I have no idea about age limitations. I did have a comment however. A recent Trip Advisor post said that there were no restaurants nearby this hotel. That is wrong! There are two within two miles of the hotel west on the Garden Highway. The Virgin Sturgeon, which is one of my favorite restaurants in Sacramento, is a floating restaurant on the river, and is excellent.

They brought me pretty early to the Airport to pick up a rental car, but I have found at the Hilton Garden Inn's or Hilton properties in General the shuttles do not start until about 5:30am. I would call the hotel directly and see if they can assist you. Its at least 10 to 15 minutes away from the Airport, maybe faster at this hour.
