The North Beach campground is not the Oceano Dunes beach camping, though both are State beaches. We stayed North Beach Campground, which is on land, not sand, but beach adjacent.

The North Beach Campground is actually very nice. It accommodates tents to large RV's and is very well spread out, right on the beach and right next to Pismo Coast Village RV Resort. Not to be confused with the campground on Pier Avenue in Oceano...More
While close to the train tracks, the trains must be running quieter as they were barely audible. A nice walking trail to the soft sand beach and clean showers and bathrooms. Check in time can get pretty congested so plan to wait.

We camped there this weekend, and saw no homeless people (that I could tell) on grounds or the adjacent beach. There were a few in town, and along the road that runs in front of the grounds. We had 4 young kids with us, and felt safe the whole time. I was also worried because I read those same reviews :)
