I stayed at Nakazawa Hotel Village this fall. There are free shuttle bus services to and from Kusatsu Onsen Bus Terminal. There are two buses every hour e.g. 11:20 & 11:50. You do not need to book it. Just need to be there at Kusatsu Onsen Bus Terminal and look for their shuttle bus that says Nakazawa Village. I think it was a navy blue mini van. The info is on the hotel web site under "Acccess" as well.
