Guesthouse near to JR Fukushima Station.
Our room was at 4th floor with no elevator. We decided to leave a big luggage case at storage room, and carried the small luggage case up to 4th floor.
The room is small, with air-conditioner, but nice.
This is a classical Japanese hostel with friendly staff, lively environment and lots of activities going on. The location was quite convenient and the sleeping area was nice and comfortable with curtains on every bunk! Highly recommended!!

Safety is not a problem in Japan at all, at least based on my experience. :) If I'm not mistaken, the last trip for Kanku Kaisoku (the rapid train service to Fukushima station in Osaka) is around 11pm, so I don't think that's an option for you. There are airport limousines (basically they're buses), but I'm not sure what time the last one departs. You can always take a cab, though of course that will be very expensive. What I did was I spent the night at the airport and took the first train to Osaka the next day. You can sleep at the second floor (near Lawson convenience store) and the information office even provides blankets! Enjoy Osaka!!!
