We stayed at 53 Hotel (寶島53行館) 2 nights (NTD 5198) at about SGD119.00 per night family room with no breakfast. No window. It is a very Chinese oriented hotel which is about 10 minutes walk from TRA Taichung train station.

I travelled to Taichung from Taipei via the Rail, as I spent 1 day and 1 night in Taipei before I moved on to Taichung. But it's very easy to move to Taichung via the HSR from Taoyuan International Airport. And the staff at the Airport can understand and speak English, but their standard may varies according to indivdual.
As for the places to go, there are plenty but it all depends on your preference - you want a more sight-seeing type, or a more shopping inclinded, or a more relax one. Trip Advisor has lots of information on Taichung and the places that one must/should visit when you are in Taichung. That's where I did all my homework, and from the various contributions from fellow members, you will be able to plan one that suit you best.
