I've been in Cartoon hotel in my last trip to Istanbul, it was a nice experience overall Great Location near to Taksim square and the famous street istiklal ..in term of value the hotel has good value as the staff are friendly and helpful...

I doubt this hotel would do special requests if breakfast is not open. I assume they have room service but stick to specific hours. There are coffee and breakfast places across square. Breakfast at cartoon ends at 10 but was packed, and elevator wait is LONG, if they work. Stay elsewhere is my advice.
