Hi there, as far as I'm aware, all inclusive means all means all meals and local drinks, e.g. local spirits/larger/soft drinks. If you are referring to the Rawabi in particular, You are best to e-mail them and/or your tour operator to establish exactly what 'all inclusive' means in that particular instance.
Just bear in mind there is a Carrefour supermarket and shops just a 10 minute walk away from Rawabi Hotel, for alcohol, soft drinks, sparkling water.
