Quadri. Piazza San Marco is beloved by Venetians themselves. They book a table anytime, which offers a buffer from the fray. If you are looking for the water bus, then ask for a vaporetto, those are much bigger and have dedicated stops, there is one in front of the train station. If you arrive by plane, you would take a conventional bus or a conventional taxi to Piazzale Roma, and then from there you can take a vaporetto. For the vaporetto, you have to purchase a ticket in advance, and validate it before boarding.
Private water taxis are also available across from the train station and from the airport, but you have stated that you do not want those, they are much smaller boats.
The Hotel Colombina concierge makes great restaurant recommendations.
