    This hotel is not located in the slums. It is in a residential area and is very safe. Security cameras and locked gates guard this hotel. The concierge was good and the rooms were pretty nice. IT looks like they had been recently revamped.

    As far as I remember there's no access. There's no lift too.

    Yes, I believe the charge is a government tax collected by the hotel and based on the number of nights you stay.
