Having spent many years in Germany, I seriously doubt that there are many places open over the period 24-26 Dec. I believe the small, family owned type hotels will be open with a reduced staff, the large corporate hotels will be open as usual. I would bet that 90% of the restaurants will be closed, and none of the tourist attractions (boat rides, castle visits etc.) will be open. As an aside, I wanted to spend Christmas in Rome, Italy one year, however when I read the reviews and learned that everything is closed, I cancelled my plans. I fear that you might face the same circumstances - you will have a hotel room, but everything else in the city and surrounding area (Mannheim, Speyer etc.) will be closed.
