I have stayed in many Premier Inn hotels and all of them had air con. Their room layouts are very similar everywhere. During the recent heatwave in July when I stayed at the Premier Inn London Hampstead, a fan was provided without me even asking for it, which was very considerate of them.
I always used the hotel website for booking. You could call them to confirm.
