We stayed at this hotel and went to the Mayflower, took us less than 20 minutes, very easy to find but the walk is slightly up hill

Can I get a taxi to get to a cruise ship and how much time do I need to allow
Depends which cruise ship dock. It is a pretty compact city, but all the one way street might make it 5 - 15 minutes. I expect they can call you a cab. I walked to the temporary Cunard dock at the Mayflower Terminal near the hotel. Due to rough sidewalks, it wasn't easy, but not far.

Extension work going on at the back but if your room is in the front not much noise or impact. Night-time is quite though.

I realize I answered for the wrong hotel. Sorry about that. I was at 2 Premier Inns within a short time. West Quay does not have an airport shuttle, but the airport is small and many tourists come via train or bus from Heathrow. With minimal luggage one could walk from train station, but I would cab it. I walked from the National Express bus station, however.
