Do you mean the pier in Ao Nang? I was there in March and there are 3 piers where you can take a public longtail boat to Railay West where the resort is. They aren't technically piers but just boats parked on the beach. One is at Noppharat Thara Beach and the other two are at Ao Nang Beach. Just ask around, they are easy to find. The cost is 100 baht per person and the boats leave regularly.
The longtail boat will drop you off at Railay West Beach right in front of Sand Sea Resort and it's a very short walk to the resort lobby. When you're going back to Ao Nang, just walk to the ticket booth on the beach which is about 100 meters from the lobby to your right and you can buy a ticket back to Ao Nang from there. Or you can just ask the receptionists when you're checking out and they'll tell you where to go. A bellboy will also help you carry your belongings in a push-cart.
