Generally, tap water isn't drinkable in Taiwan. The hotel WILL provide a bottle or two of water for each night you stay. I would also imagine that more water is readily available.

Hi Xue Ting, I’m not sure what the difference is although if I took a guess, I’d say it would be on a higher floor with a better view perhaps.

It is best taking a taxi, and using the time to explore the walk back.
