Driving from Abashiri to both national parks are not far at all. From Abashiri to Akan is about 1.5 hours. I am not sure Abasiri will be for you in summer as I was there for the ice-breaking cruise, light house and it was close for me to go to Shiretoko national park. where I joined an ice walking tour. We saw lots of deer and foxes in March.
